FHA manufactured home files require a PE-sealed structural report before close. Know what you need, when to order it, and what goes in the closing package. PE-sealed PDF delivered within 24 hours of field visit. 5 business days standard track.
Two different engineering products, often confused. Title companies see both. Here's how to tell them apart before you order.
A PE-sealed structural report addressing the six requirements in HUD 4000.1 II.D.4.b: permanent foundation, utilities, HUD data plate, HUD cert label, site work, and towing equipment.
When you need it: Any FHA-insured mortgage on a manufactured home. Required by the lender as part of underwriting. Stays in the loan file.
A two-document package: PE-sealed foundation certification (PFGMH § 3) plus notarized Affidavit of Affixation. The Affidavit is recorded at the county and effects the legal real-property conversion.
When you need it: When a manufactured home needs to be converted from personal property (DMV title) to real property (county deed) as a condition of the sale or financing.
FHA purchase loan on an already-real-property manufactured home? You need the FHA structural inspection (this site). Converting chattel to real property as part of the same transaction? You likely need both — the FHA structural for the lender and the PFGMH + Affidavit for the recorder. Call (573) 275-7647 and we'll route you correctly.
What you receive and where it goes in the file.
You receive a PE-sealed PDF — digitally signed with cryptographic signature, engineer name and license number on cover and certification page. Accepted by every FHA underwriter in our 2025 pipeline.
The report covers: All six HUD 4000.1 II.D.4.b structural requirements (permanent foundation, utilities, HUD data plate, HUD cert label, site work, towing equipment removal). Each determination is either Compliant, Conditional, or Non-compliant, with narrative findings and photo appendix support.
Where it goes: Into the FHA loan file, submitted by the LO to underwriting. The title company typically doesn't originate this order — that's the loan officer's file. If your office is managing the full closing package for an attorney or handling a cash deal, we can route the PDF directly to whoever you specify.
Wet-ink originals are available on request (+$45 surcharge) for lenders whose compliance frameworks still require physical seals in the loan file. Delivered within 24 hours of seal date.
Order as soon as the loan officer opens the file. Five business days is the standard window — don't wait until closing week.
Drop the property address, FHA case number, and target close. Acknowledgment within an hour. Written quote returned same business day. Sealed PDF in five business days.
